The guidance was produced in response to Ofsted's recommendation that the DfES 'should establish a national framework for those involved in the planning and monitoring of programmes and on the use of accreditation'. It includes sections on coherent management frameworks, planning provision, teaching and learning, accreditation and partnerships.
